Wording about the permissible exceptions
[edit]I think we need to include some better wording about the permissible exceptions. Right now, it reads like a blanket ban except for certain (implied: rare) situations. I think we should make it clear, per the rather broad consensus at the RfC, that the use of such images is permissible on a case-by-case basis, where there is a consensus to do so.
