  Agree, seems better to just undelete the template locally than import. I imagine it would be useful for any cases where Commons doesn't want it there, but we want to use it on enwiki, especially given Somalia apparently has no existing enforceable copyright law according to the template, so there's likely at least a non-zero chance that an image could run afoul of Commons' PRP, but still be just fine here. Honestly, you should've written English content on the English Wikipedia. The English translation needs some work before it's ready for the article namespace and needs some thought on how it'd be integrated in to the English Wikipedia.
