- The building is CentralWorld. It was added to the article, but it was removed from the article when a section was removed. - The criteria is "Non-free content is used only where no free equivalent is available, or could be created, ...". The free equivalent does not have to exist, but only needs to be possible to create, which is assumed (except in rare cases) for any living person or extant group. The significance of the logo is to help the reader identify the organization, assure the readers that they have reached the right article containing critical commentary about the organization, and illustrate the organization's intended branding message in a way that words alone could not convey. - Comment: that is entirely irrelevant. Free maps can technically be made with as much detail as anybody wishes to put into them. Besides, it's uncontroversial that the underlying printed map is most likely PD anyway. The question is just if there is copyright on the handwritten and colored additions - and the content of those could easily be reproduced in a new map. In short, the question here is: PD or not PD; there is most certainly no question of Fair Use or not Fair Use. Non-free maps are virtually never legitimate for fair use (unless they are themselves the object rather than a vehicle of discussion), as they are always replaceable. That way the same information is conveyed. - I tagged it as "fair use disputed" because I myself don't believe it is PD – and in fact nobody had previously claimed it was; I am just discussing this here as a theoretical possibility. As for the fair use claim, whether or not somebody actually will sit down and make a free replacement map, and how much detail they will use, is indeed immaterial: the criterion only refers to whether this would be possible in principle, not whether it has actually been done. Of course, anybody is free to take an old PD printed map of the town – the original print model of this one or any similar one – and create something new on that basis. The question is just if there is copyright on the handwritten and colored additions - and the content of those could easily be reproduced in a new map. In short, the question here is: PD or not PD; there is most certainly no question of Fair Use or not Fair Use. Non-free maps are virtually never legitimate for fair use (unless they are themselves the object rather than a vehicle of discussion), as they are always replaceable. The file is non-free in the country of origin as it was created by Heinrich Hoffmann who died 1957, it will enter the public domain in 2028. However, the same file is available from the Cooperation with the Bundesarchiv under cc-by-sa-3.0, File:Bundesarchiv Bild 183-H25217, Henry Philippe Petain und Adolf Hitler.jpg, so no reason to keep this file under the US-only assumption of public domain as seized enemy property. --Martin H.
