An AI video uploaded to social media does not need its own Wiki page and while the contents of the video are not PC, it's inappropriate for the title of the page to claim it was 'racist'. "in the context of the putative government shutdown" is the important bit here. PERHAPS it gets a passing mention in an article about potential government shutdown, but there is zero reason for an AI twitter video to have its own Wiki page. Trump posts offensive AI videos all the time, they receive national media coverage, but they have zero lasting notability.
