I found the source in the Turkish article at https://www.sbb.gov.tr/wp-content/uploads/2022/08/Kalkinma-Ajanslarinin-Turk-Hukuk-Sistemindeki-Yeri-Ahmet-Tamer.pdf but I think it needs someone more familiar with the subject to figure out whether this is notable. At least one agency still exists https://ankaraka.org.tr/en But are they just window-dressing for development policies which are now top-down?
