- Keep. Neither of the cited reasons for deletion are actually reasons for deletion. This department of the Government of Brazil easily meets WP:NORG, and a Google search will turn up independent third party references to that department. The catch is you need to search for the name in Portuguese. You can start by looking at the pt:Departamento_de_Controle_do_Espaço_Aéreo article which contains sources and additional content that can be translated to the English Wikipedia.
