Non-notable. Impossible to tell from article whether it's notable, but a web search on the pretty distinctive name turns up nothing. Looks like a trivial programming exercise, if not a joke, though the links provide so little information (no documentation, no source code (sort of needed for GPL licensed software), no version history, no link to programmer's web site) that it's impossible to say.
