Delete No sources, fails WP:VERIFY and probably WP:GNG. He might be a well-known personality in the Sri Lankan community in the Gulf region, but I don't know if that qualifies him for an article in en WP. I would suggest translating this article into the Tamil and Sinhala languages and posting it on those Wikipedias, with sources.
