RfC: Criteria for the inclusion of a party as a belligerent in the Russian invasion of Ukraine

The following is an attempt to develop explicit criteria for the inclusion of any party – whether a nation state, an alliance, or a non-state entity – into the belligerents section of the article infobox. The options are listed in order of decreasing thresholds for inclusion.

Option A: The belligerents field be limited only to parties that have sent combatants to the front lines of the conflict between Russia and Ukraine.[a]

Option B var. 1: The belligerents field be limited to parties that are stated in a super-majority (2:1) of reliable sources to be belligerents, or equivalent, in the conflict between Russia and Ukraine.[b]

Option B var. 2: Same as var 1., but with a contested status sub-field to list parties that are stated in at least three (3) high-quality reliable sources (HQRS) to be belligerents, or equivalent, in the conflict between Russia and Ukraine.[c]

Option C: The belligerents field be limited to parties that are stated by three (3) HQRS to be belligerents, or equivalent, in the conflict between Russia and Ukraine.[d]

Option D:

Separate to the proposal above and without regard for its result, you are invited to consider whether a moratorium of six (6) months should be placed on any further RfCs to amend the belligerents section of the infobox, excepting an extra-ordinary event such as the onset of a Third World War. This is the twelfth (12th) request for comment (RfC) about the belligerents field of the infobox, and the third (3rd) such RfC in 2025. This ignores the dozens of requests that have been made that did not result in significant discussion.

  1. ^ Implementation: Ukraine, Russia, and North Korea will be retained in the infobox as they have sent troops into combat. Belarus will be removed as it is widely agreed that they have not committed troops to combat. New parties will be included only if they send troops into combat against Russia and/or Ukraine.
    Amendment to FAQ Q4: As a result of a request for comment, it has been determined that only parties that have sent troops into combat shall be listed as belligerents.
  2. ^ Implementation: Ukraine, Russia, and North Korea will be retained in the infobox. Belarus will be tested against this criterion, and removed if the sum of sourcing for belligerency represents less than the established super-majority. New parties will be tested against this criterion and listed if they meet the prerequisites.
    Amendment to FAQ Q4: As a result of a request for comment, it has been determined that only parties that are considered belligerents in a super-majority of sources shall be listed as belligerents.
  3. ^ Implementation: Ukraine, Russia, and North Korea will be retained as is in the infobox. Belarus will be placed under a contested status sub-header with a footnote bearing text establishing its status as a belligerent cited to two (2) HQRS and its status as a non-belligerent cited to one (1) HQRS. New parties will be tested against the criterion var 1. for listing as a belligerent and against the criterion var 2. for listing under a contested status sub-header.
    Amendment to FAQ Q4: As a result of a request for comment, it has been determined that only parties that are considered belligerents in a super-majority of sources shall be listed as belligerents, and that parties that are considered belligerents by a minimum of three (3) high-quality reliable sources shall be listed under a contested status sub-header.
  4. ^ Implementation: Ukraine, Russia, North Korea, and Belarus will be retained in the infobox. The footnotes for North Korea and Belarus will be amended with text establishing their status as belligerents cited to three (3) HQRS. New parties will be included if three (3) HQRS are presented stating their status as belligerents in the conflict.
    Amendment to FAQ Q4: As a result of a request for comment, it has been determined that only parties that are considered belligerents in a minimum of three (3) high-quality reliable sources shall be listed as belligerents.
