CyCon Conference
[edit]"CyCon" is shorthand for "The International Conference on Cyber Conflict" and is an annual conference organised by the NATO Cooperative Cyber Defence Centre of Excellence,[1] in Tallinn, Estonia. CyCon covers a wide array of topics relating to cyber conflict, including technical, legal, operational, policy and strategic aspects..:[2]
Early history
[edit]CyCon was established by NATO Cooperative Cyber Defence Centre of Excellence, a NATO-accredited research and training institution based in Tallinn, Estonia. The conference emerged in response to the growing complexity and importance of cyber in modern conflict and international relations. The first CyCon took place in 2008.[2]
Content
[edit]CyCon is an international conference held each year at the end of May in Tallinn, Estonia. It typically gathers around 650 participants, including representatives from governments, militaries, industry, academia, and non-governmental organizations.
The conference usually spans several days from the last Tuesday until the last Friday in May and includes[3]
- Keynote Sessions: Delivered by prominent figures in cybersecurity and international relations.
- Academic Track: Presentations of peer-reviewed papers that contribute to the scientific and legal understanding of cyber conflict.
- Workshops: Hands-on sessions that explore practical aspects of cybersecurity.
- Networking Opportunities: Facilitated through social events, informal gatherings, and collaborative working groups.
CyCon typically begins with a "Day 0" Workshop day that is notably less formal than the rest of the conference and focused on interactive workshops or discussion groups relevant to track attendees.
Days 1-3 of CyCon (actually the 2nd through the 4th day of the conference) contain a mixture of plenary and keynote sessions. Traditionally, CyCon is opened by the sitting President of Estonia.[4] In recent years, CyCon has also hosted "Cyber Commander's Forum" where cyber force commanders from NATO or NATO-friendly countries discuss their largest concerns and thoughts on the future of cyber conflict.[2][5]
Past keynote speakers of note at CyCon include former USCYBERCOM Commander and NSA Director General Paul Nakasone,[6] former NATO Assistant Secretary General for Innvation, Cyber defence and Hybrid Threats David van Weel, US Ambassador at Large for Cyberspace and Digital Policy Nathaniel Fick,[7] and Cybersecurity Researcher Bruce Schneier[8]
The afternoon sessions of CyCon are earmarked for panels relating to technical, legal and policy/strategy tracks. Often these panels are organised around original research submitted to the conference, and selected after peer review in accordance to IEEE standards. These papers are also published in the CyCon Conference Proceedings.[9] [10]
Participation and Impact

The conference is attended by representatives of NATO member states, allied nations, and partner countries, as well as international organizations, academia, and the private sector. The event is considered a significant platform for discussions on cyber conflict, policy, and strategy.[2]
