I can't get |issue= to work. That is, not if I use a named parameter, like |issue=mentioning each relevant image, and its problem.

It works fine if I supply unnamed parameters, like {{Better image requested|article|stuff that is wrong}}.

This really needs an example.

Both for the basics, how would a generic use of the template look like, and the specifics of the |issue= parameter. How are you supposed to "mention[] each relevant image, and its problem"? Is there any standard to follow? Why isn't this using something like |image1=, |issue1=, |image2=, |issue2= and so on, so people can break down the indicated problems.

Also, the document briefly says you must use this parameter, but as far as I can see the template does not protest otherwise and there are no repercussions to using the template without parameters.

Yeah, I expect to see what the code actually is rather high up, like at Template:Improve images. Also, it seems that adding this template adds a category which doesn't exist, Category:Articles Needing Better Images. This may be moot because of the merge.
