This template is used when an article / section / etc. contains low-quality images, but is otherwise still used because there is no higher-quality alternative image available that meets Wikipedia's criteria (e.g. no images available on the wikimedia commons, portrait photos of unlicensed individuals). The goal of this template is to point out the issue to more people, even regular non-registered Wikipedia users (readers, not editors), who may be interested, and/or to allow editors to find a list of articles with images to improve.
When using this template, you must include an "issue" parameter, mentioning each relevant image, and its problem.
Example:
