Needs reliable independent sources, contributor appears to have a close connection

Neither of the two most significant contributors to this article have edited Wikipedia for many years, and accordingly even if the is a CoI, no action is likely to be taken. I suggest you simply remove all the poorly-sourced and promotional content, per normal editing processes. Or, if you think the subject doesn't meet notability criteria, start an AfD.
