Dr. Satish Chandra Jha (born 24 January 1973) is an Indian civil servant from the Indian Post & Telecommunication Accounts and Finance Service (IP&TAFS), 1998 batch. He has served in senior administrative positions in the Government of Bihar and the Government of India, including Controller of Communication Accounts (Maharashtra and Goa), Special Secretary in the Education Department of Bihar, Director of the National Institute of Fashion Technology (NIFT) Patna, Director (additional charge) of the A. N. Sinha Institute of Social Studies, and Vice-Chairman-cum-State Project Director of the Bihar State Higher Education Council.[1][2][3]
Early life and education
[edit]Jha was born in Madhubani district, Bihar, on 24 January 1973. He completed postgraduate studies and earned a Ph.D. in Public Administration from Veer Kunwar Singh University. His thesis was titled *Case Study of Women Sarpanch and Women Empowerment in Patna District, Bihar*.[4] He also holds a Bachelor of Laws (LLB) and a Postgraduate Diploma in Financial Management. Jha is a lifetime member of the Indian Institute of Public Administration (IIPA), Membership No. L-12243.[5]
Career

[edit]Jha served in the Education Department, Government of Bihar. As Special Secretary, he supervised programmes such as the Mid-Day Meal Scheme and Mission Daksh school inspections.[1][6][7]
In August 2021, The Times of India and The Indian Express reported that, while serving as Director of the Mid-Day Meal Scheme, Jha issued instructions for the sale of unused jute sacks that had been supplied to schools under the programme, following audit observations.[8][9] In January 2025, The Times of India reported that Jha was appointed the operating officer for departmental proceedings concerning alleged irregularities in school-furniture procurement.[10]
He earlier held additional charge as Director of the A. N. Sinha Institute of Social Studies in Patna, where he coordinated research and academic activities.[11] Jha also served as Director of NIFT Patna. The Telegraph India covered his participation in orientation and graduation programmes during his tenure.[12][2] He was the Chief Vigilance Officer of the Education Department, as confirmed by a government order.[13]
Government of India
[edit]Jha is currently the Controller of Communication Accounts (CCA) for Maharashtra and Goa. The post oversees telecom-licence accounting, licence-fee compliance, and pension-related grievance sessions such as Pension Adalats.[3][14]
Other roles
[edit]He held additional administrative charge as Vice-Chairman-cum-State Project Director of the Bihar State Higher Education Council, as recorded in an official order.[15]
