The Institute of Survey and Land Management (ISLM).[1] is a Ugandan government-run technical institution based in Entebbe. It specializes in training professionals in land surveying, land management, valuation, cartography, physical planning, and geospatial sciences. Established to meet Uganda's increasing demand for skilled land sector professionals, ISLM operates under the joint oversight of the Ministry of Lands, Housing, and Urban Development[2] and the Ministry of Education and Sports[3].

History The training of land surveyors and engineers in Uganda began as early as 1922, with the first cohort of students admitted to Makerere Technical College. The Survey Technician’s Course, which later evolved into ISLM, was initially offered at Nakawa Vocational School[4] before moving to Katabi, Entebbe, in 1944.

In 1996, as part of Uganda’s Public Service Reform Program, the government restructured tertiary institutions to improve efficiency. This led to the merger of the Survey Training School (STS) and the Physical Planning School, forming the Institute of Survey and Land Management (ISLM). The consolidation aimed to centralize expertise in land administration, surveying, and planning, addressing challenges such as land disputes, inefficient land use, and rapid urbanization.

Location and Facilities ISLM is located at Plot 24, Julia Ssebutinde Road, Entebbe, near Lake Victoria, about 37 kilometers (23 miles) from Kampala. Its proximity to diverse landscapes—urban, peri-urban, and rural—allows for practical fieldwork and research.

Modern surveying equipment (Total Stations, GPS devices, Theodolites)

Computer labs with GIS (Geographic Information Systems) and remote sensing software

Land valuation and management training tools

A specialized library for land surveying and geospatial sciences

Academic Programs ISLM offers diploma and certificate programs, as well as short courses for industry professionals. The curriculum aligns with Uganda’s land sector needs and regional standards in East Africa.

Diploma Programs Diploma in Land Surveying – Covers cadastral surveying, geodesy, and photogrammetry, including drone-based techniques.

Diploma in Land Management and Valuation – Focuses on land economics, property valuation, and land law.

Diploma in Cartography – Trains students in mapmaking, spatial data visualization, and geospatial analysis.

Diploma in Physical Planning – Covers urban planning, land use management, and sustainable development.

Certificate Programs Certificate in Land Management and Geomatics (CLMG)

Certificate in Geographical Information System (GIS)

Certificate in Computer-Aided Design (CAD / Civil 3D)

Certificate in Management of Land Acquisition, Resettlement, and Rehabilitation (MLARR)

Admission Requirements Diploma Programs: Uganda Advanced Certificate of Education (UACE - A-Level) with at least two principal passes in relevant subjects (Mathematics, Physics, Geography, etc.) or a second-class lower in CLMG.

Certificate in Land Management and Geomatics (CLMG): Uganda Certificate of Education (UCE - O-Level) with at least five passes, including credits in Mathematics and English.

Short Courses: Open to professionals in surveying, land management, and related fields.
