Additional Skill Acquisition Programme Kerala (ASAP Kerala) is a Government of Kerala company under the Department of Higher Education, established in 2012 to improve employability among students and the wider community in the state. The initiative was originally part of the Kerala State Skill Development Project supported by the Asian Development Bank (ADB), and later transitioned into a Section-8 not-for-profit government company in 2021.[1]

ASAP Kerala develops and delivers industry-aligned skilling programmes, short-term training, and emerging-technology courses through its network of training centres and Community Skill Parks. The organisation has been referenced in Indian media and national skill development reports for its role in improving employability outcomes in Kerala.[2]

History

ASAP Kerala was launched in 2012 by the Departments of Higher Education and General Education with the objective of addressing low employability among students in the state. It formed the preventive component of the Kerala State Skill Development Project funded by the Asian Development Bank.[3]

Between 2014 and 2019, ASAP expanded its training infrastructure through Skill Development Centres and later through the establishment of Community Skill Parks, which provide hands-on training in specialised sectors.[4]

In 2021, the programme was incorporated as a Section-8 government company under the Department of Higher Education.

Organisation

ASAP Kerala functions as a Section-8 company governed by a board under the Department of Higher Education. The organisation is chaired by Dr. Usha Titus IAS (Retd.).[5]

ASAP’s administrative office is located at KINFRA Film and Video Park, Thiruvananthapuram, and its training network operates across all districts of Kerala.

Programmes

ASAP Kerala offers short-term, industry-linked courses across multiple sectors including information technology, healthcare, finance, emerging technologies, and languages. Its Community Skill Parks serve as district-level hubs providing practical training, simulation facilities, and Centres of Excellence.[6]

ASAP collaborates with higher education institutions for skill integration, including partnerships with universities to jointly deliver specialised programmes.[7]

The organisation has also introduced programmes focused on English proficiency and global language training.[8]

ASAP Kerala has partnered with national and international organisations for training and skill development. Notable partnerships covered by independent media include:

  • Futuremug, for enhancing the LEAP assessment initiative.[9]
  • dSPACE Germany, for collaboration in automotive simulation and training.[10]
  • A US-based tax agency for employment of ASAP-trained Enrolled Agent professionals.[11]

ASAP Kerala has been profiled on the World Economic Forum’s UpLink platform for its skilling initiatives.[12]

Impact

According to government sources and media reports, ASAP Kerala has trained more than 2.7 lakh learners since its inception.[13]

The organisation has been cited in the India Skills Report and various news outlets for contributing to improved employability among Kerala’s youth.[14]
