Hm... IP address 83.5.28.206 = aaky206.neoplus.adsl.tpnet.pl, see [1]. Provider is Telekomunikacja Polska, it means Polish telecommunication (almost) monopolist. I think it is somewhere in Upper Silesia (Katowice, Częstochowa, Ruda Śląska...?) The second possibility is that the computer 83.5.28.206 is en:Wikipedia:Open proxy and it means we have to block it.
