Bad ISBN

Because it is causing a Checkwiki error #70: "ISBN with wrong length", I removed the ISBN from the entry:

Reforms in Public Administration; Policy Recommendation (ISBN 978-9952-8131-9)

I have tried unsuccessfully to locate the correct ISBN on the Internet.

On CESD's website, the page that lists all publications does not include this document. I used the site's search facility; zero hits on the title. Note: The website is entirely in English.

No hits on WorldCat.

Only two Google hits: this Wiki article and a PowerPoint presentation from CESD, which I downloaded. According to this 2011 annual CESD presentation, "Reforms in Public Administration; Policy Recommendation" was one of ~10 most important documents produced during the last two years.

Here's the most interesting fact...the page that listed the ~10 most important documents included four graphics images of covers--all four documents are written in Azerbaijani. Therefore, to more easily find the correct ISBN for "Reforms in Public Administration; Policy Recommendation", if it is written in Azerbaijani, we need all bibliographical information in Azerbaijani.
