Currently, there is no policy allowing bureaucrats to rename a user without their consent in order to allow another user to seize that username. A great deal of debate has taken place on the matter (see Wikipedia talk:Changing username), and my understanding of the situation is that the current staff of bureaucrats are unwilling to perform username usurptions without a sound policy backing for doing so. I personally have no opinion on the subject of whether or not they should be allowed, but until there is a policy that specifically allows doing so, I join the other bureaucrats in declining to perform such requests.
