The model presented is an innovation in quality management. It is part of the family of 'empty' models like COSO Enterprise Risk Management and the Balanced Score Card.
References are added and will be added.
The model is available to the public because it is developed by Statistics Netherlands, a Dutch governmental institute.
I will solve the problems mentioned and ask help if needed.
