Scipo (talk · contribs) was blocked by Admin Rlevse on November 11 for 1 month (see Scipo's block log). But similiar or identical edits from IP 205.206.117.219, and now today by Arthur2001 (talk · contribs), indicate that Scipo has disregarded his warnings and is skirting the block issued by the admin on November 11.

Conclusions
