Per WP:NFC#UUI, Pictures of people still alive, groups still active, and buildings still standing; provided that taking a new free picture as a replacement (which is almost always considered possible) would serve the same encyclopedic purpose as the non-free image.

- It is impossible to take a new image in this case as the guidelines say. This is the only image of him allowed to exist and they specifically disallow anyone outside the Taliban from accessing him. This fits the guideline. See this article to confirm this fact. No leader in the world is as secretive and inaccessible as him. I see you have not edited any articles related to Afghanistan or the Taliban, so I am curious to know, in what way do you think it is possible to take a photo of him?
