This doesn't seem to be an architectural work (not a habitable structure), so it's not eligible for {{FoP-USonly}}. As a recent monument/memorial, this is not OK for Wikimedia Commons due to no Freedom of Panorama in the Philippines. Not eligible for WP:Fair use, as there is no article about the memorial itself.
