The file is the mugshot of Amos Yee taken by the Illinois Department of Corrections. As Amos Yee is a living person, there could always be free equivalent files once he was released from prison. Moreover, as he was detained by the U.S. Immigration and Customs Enforcement (a US federal government agency), it is probably possible to obtain his mugshot from US federal government sources like news statements or by FOIA application. Keep. Non-free image cannot be created while subject is incarcerated. Federal government does not release mugshots. As the copyright owner is a state government no commercial opportunities are infringed upon. Would be less likely to oppose deletion if subejct is released. –DMartin 13:00, 30 October 2023 (UTC)[reply]

Given the way the image is used in the article (as a general depiction of the subject, rather than for critical commentary on the television portrayal itself), a free equivalent could be created, so it fails WP:NFCC#1. —Mx.
