This non-free image is not the subject of significant sourced commentary. The fact that Gandhi visited the institute is well-conveyed with text and does not need an image. Fails WP:NFCC#1 and WP:NFCC#8. Whpq (talk) 02:38, 6 June 2020 (UTC)[reply]

Retain The file was tagged for this discussion earlier since there was no mention of the subject of the file in the article history section. Now, the issue has been addressed, you are saying the opposite. The importance of the fair use of the file was discussed earlier with other admins. It was decided to retain the file, since it was an important landmark in the history of this public institute and it is appropriately added in the history section with fair use licence. Retain It was discussed in my Wikimedia Commons talk page, it was suggested to remove the image and reupload it under fair use license in the Wikipedia:File Upload Wizard. Neurofreak (talk) 23:20, 8 June 2020 (UTC)[reply]
I cannot find such a discussion. I've looked at c:User talk:Neurofreak and c:User talk:Neurofreak/Archive 1 and do not see anything. It would really help if you posted a link the discussion. -- Whpq (talk) 00:30, 9 June 2020 (UTC)[reply]
User:Legobot approved the rationale for fair use in 2014.[1] The image resolution was also reduced by one of the admin. Anyway, I do not have any Wikipedia:COI here, you are free to delete the image.  Done Neurofreak (talk) 01:21, 9 June 2020 (UTC)[reply]
Those are bot edits and not a any sort of admin discussion or approval. All that Legobot did was confirm that a fair use rationale existed. I also don't understand your statement about COI as that was not raised as an issue in this discussion. -- Whpq (talk) 00:57, 10 June 2020 (UTC)[reply]

Uploader's claim of the being the copyright holder is dubious. The uploader added a bunch of images claiming to be the copyright holder but were very clear copyright violations. There is no good reason to believe these are any differnt expeciually with a source of "Azerbaijan military base" which is similar to the source provided for many of the other copyright violating images.
