Suspected illegitimate copyright rationale. When you go to the source linked, it claims the image originated from Wikipedia. The claim of source is illogical circular reference. The source has a fine print saying Images: Public Domain; http://www.commons.wikimedia.org (unless otherwise specified). The actual source remains unknown. This is a photo from a beauty pageant being used as the primary means of visual identification in Miss Universe India 2019. However, this is not a logo or icon or other item of identification that was used by the pageant for identification. As such its usage fails WP:NFCC#8.
