- I removed the image from National Cherry Blossom Festival since there's already a somewhat similar photo in that article and no discussion there about the oil painting itself. Station1 (talk) 07:02, 11 February 2019 (UTC)

This is a photograph of a sculpture. Although the photograph is freely licensed, freedom of panorama does not apply to the sculpture. (See [1]). This image is being used in the infobox for artist with no sourced commentary about the image itself so conversion to non-free use would fail WP:NFCC#8. Whpq (talk) 14:39, 11 February 2019 (UTC)
