No credible licensing claim. Appears to be a promotional photo owned by the subject's employer. Uploader has uploaded photos spanning decades and widespread locations implausibly claiming all as "own work". Also undisclosed paid editing issues. The Big Bad Wolfowitz (aka Hullaballoo).
