The result of the discussion was: deleted - it's on Commons and their deletion request has been closed without deleting it, so it serves no purpose to keep it here. Obviously, the map is not encyclopedic and attempts to use it beyond user space or in an intentionally confrontational manner are not permissible. - This user has been in dispute with User:Faris knight over this image which the latter posted at Arabic Wikipedia. Ghiath objected to the idea of the flag of Egypt being spread out across its neighbours and it's my opinion that the image under discussion here is an attempt to do the same thing from his own national standpoint. - Comment. The use is obvious: to illustrate the irredentist claims over Greater Syria. Such flag-maps are common nationalist propaganda—one sees them all the time on posters, lapel pins, etc. There are probably dozens already on Wikipedia and/or Commons—see Commons:Category:Irredentism and Commons:Category:SVG maps incorporating flags - Irredentist. This is a non-free photo that was taken directly from the Encyclopædia Britannica [2], where it has the credit "© Jack Vartoogian/FrontRowPhotos". So the source of this image is a professional photographer, and we have direct evidence that at least part of his business was licensing this photograph to an encyclopedia. So our unauthorized use of this photograph on this encyclopedia is a violation of Wikipedia:Non-free content criteria#2, respect for commercial opportunities: "Non-free content is not used in a manner that is likely to replace the original market role of the original copyrighted media." See the example of unacceptable use of non-free images described at WP:NFC#UUI, point 7: "A photo from a press or photo agency (e.g., AP, Corbis or Getty Images), unless the photo itself is the subject of sourced commentary in the article." - Keep - As the sole perpetrator Hennard played a major role in the massacre, and since it was the deadliest mass shooting in US history at that time I would say that he is a pretty notable criminal overall. I've added a section about him to the article and moved the image there, so it does serve the encyclopedic purpose to identify the subject of said section, and therefore I'd say it should be kept. - Just because the article is titled "Luby's massacre" doesn't mean we mustn't add a photo of George Hennard. On the contrary, as long as there is no separate article about Hennard, the article about the event serves de facto as his biography and all the info about him goes there per WP:PERP. - Weak keep - I have gone back and forth on this over the years and different decisions have been made. Something that I think we should have is a firm rule one way or the other so that we don't get inconsistent and arbitrary decisions made on these. I lean slightly towards the weak keep side because the article is, as Lord Gon said, the de facto article on George Hennard and our policy does recognize that having a photo of the subject of a biographical article is important for the user's understanding of the topic. --B (talk) 00:19, 5 April 2013 (UTC)[reply]
