Here is the infringing edit. You need to expand the section How many delegations have been invited to the summit? to see the source text at eda.admin.ch. This is just one paragraph, copy/pasted with one small phrase removed, and the copyright says
"Copyright, Swiss federal authorities. ... Copyright and any other rights relating to texts, illustrations, photos or any other data available on the Federal authorities' websites are the exclusive property of the federal authorities or of any other expressly mentioned owners. Any reproduction requires the prior written consent of the copyright holder."

The word "deleted" in the copyvio notice links to Wikipedia:Deletion policy, and clearly shows that there is a difference between "deletion" in the Wikipedia Deletion policy sense and ordinary removal of text that can still be checked in the public record of edits. I don't know how similar the Ukrainian-language Wikipedia deletion policy is to that of en.Wikipedia; quite likely there are at least some small differences; maybe there are big differences in policy.
