One of those sources seems to have disappeared, and I can't find it in archive. However, I see close paraphrasing in Jacksonville Developmental Center from one source and have tagged it accordingly. Turns out it was just a small bit that was copied from [1]: "The board of trustees and the Board of State Commissioners of Public Charities were abolished in 1909 when control of all state charitable institutions passed to the newly created Board of Administration. Unless [2] is in the public domain, Kankakee Mental Health Center also contains a copyvio. All articles in Template:Illinois State Hospitals probably need to be investigated. Theleftorium 19:15, 19 October 2009 (UTC)[reply]
I revised the sentence at Elgin State Hospital to separate it from the source because it was brief and easy and because whether it was copyrighted or not its use baldly without indication of direct quotation is a problem under our current Wikipedia:Plagiarism guideline. But if we're talking about multiple articles by multiple contributors, then I need to check into it. Some states have PD public records and some do not. I don't know about Illinois. I've asked User:Dreadstar, since he contributed to your last example and since he will probably be able to help clarify. That text is taken directly from the Illinois Secretary of State's website (which hosts the archival info). According to their notice here, Information presented on the Secretary of State’s web site is considered public information and may be distributed or copied.
