Appears to be an attempt to hide a BLP. Unreferenced and highly promotional, focuses on one individual for a relatively non-notable program to streamline one corporation's employee suggestion plan. He is mentioned on a single page of a book about the GM-UAW "quality partnership" [1], and the ostensible topic of the article only has 523 hits ("Quality Network Suggestion Plan" -Wikipedia [2]), and is mentioned on only three pages of the same book.
