Policy is clear: Where a person is mentioned by name in a Wikipedia article about a larger subject, but essentially remains a low-profile individual, we should generally avoid having an article on them. - Keep and expand Individual has responded to being placed on the list, and secondary sources exist. Failing that, would be somewhat in favor of merging as per above. This person is a senior operative of a rather large terrorist organization who appears to be notable for additional reasons to Britain banning him from the country (he's been mentioned in The Hindu a few times for his quote about jihad).
