delete withouth redirect. This is a clear cut UPE case. The page was created in userspace, then moved in mainspace as Harvinder Pal Singh, which was moved to HP Singh, and finally it was moved to Mr. HP Singh with summary this is real name... The subject clearly fails general notability criteria. And we should not encourage promoters by giving them redirects. No matter how cheap redirects are.
