It's certainly within the realm of possibility that she does satisfy NPOL #2, but this article as written and sourced fails to demonstrate that. You're correct that it is possible for an unelected political candidate to get over the notability bar, but they do have to be elected to attain an automatic presumption of notability. Absent that, you have to write and source the article well enough to get them past WP:GNG, which this article as written doesn't even approach — it takes a lot more than four citations of purely WP:ROUTINE campaign coverage to get there.
