First of all, this is an internet draft. It's not a standard, and has never been deployed. Thus it pretty much fails WP:N. Secondly, it's mostly a bunch of technical text copied from the draft, which is a WP:NOT issue. Third, there's a clear WP:COPYVIO problem. There's no reason for us to have this article.
