Delete. Non-notable civil servant. Google turns up several WP:RS mentions in addition to the ones cited in the article, including several in The Telegraph (Calcutta). However, none add anything of value to those already cited - they're all tiny mentions relating to departmental disputes and reshuffles, e.g. 1, 2 and 3.
