Introduction[edit]Clear Sky Clocks are web graphics which deliver weather forecasts designed specifically for astronomers. They forecast the cloud cover, transparency and astronomical seeing, parameters which are not forecast by civil or aviation forecasts[1]. They forecast hourly data, but are limited to forecasting at most 48 hours into the future. Each individual clear sky clock provides data for only a 9 mile radius, and so are essentially point forecasts. There are clear sky clock forecasts for over 3000+ locations, though the coverage area is limited to Canada, the USA and parts of Mexico and the Carribean. Locations are typically cities, professional and public observatories, colleges and science centers. However there are also clear sky clocks for star parties and backyard observatories. History[edit]In 2000, Allan Rahill, a meteorologist at the Canadian Meterological Centre(CMC), created a forecast processing step that took data from CMC's Global Element Multiscale forecast model and created a new forecast of cloud cover[2] . Rahill specially designed his cloud forecast to consider the formation of cirrus clouds. The cirrus cloud modeling distinguishes Rahill's model from other cloud forecast models, as sufficient cirrus clouds to make a night unusable for astronomers is still called "clear" by civil weather forecasts. In later years, Rahill added a forecast of astronomical transparency, which is a measure of how much starlight traverses the earth's atmosphere when otherwise free of clouds. Rahill also added a forecast of astronomical seeing which uses forecast data of turbulence and temperature gradients in the atomsphere to forecast it's optical steadiness. In 2001, Attilla Danko, computer programmer and amateur astronomer, began to summarize Rahill's hundreds of forecast maps by displaying only one pixel, from each map, layed out in rows[3]. The resulting meteogram, called a clear sky clock, showed all of Rahill's forecast data, but for only one location. Danko writes "It shows at a glance when, in the next 48 hours, we might expect clear and dark skies for one specific observing site". Danko accepts requests from observatories and private individuals to create new clear sky clocks for locations not currently covered[4]. However, since CMC GEM model only covers North America, clear sky clocks are limited to North America. Recognition[edit]Rahill and Danko have received awards from meteorological and astronomical organizations:
Since the clear sky clock terms of use permit non-commercial web sites to display clear sky clocks, the are most commonly recognized by private and club astronomy websites in North America. References[edit]

Fosco], born Joseph Anthony Fosco, on March 19, 1973 (Chicago area Socialite, [Chicago Archdiocese]-Affiliate and Spiritual Philanthropist). Father: Armando “Mondo” A. Fosco Senior (deceased in 1987 at 64; Senior Executive for [International Brotherhood of Teamsters], Chicago Illinois) Mother: Sharon A. S. Fosco-Giles Stepfather: M. H. Giles (retired public official) Stepmother: Gloria M. Nappi-Fosco (sister of the late [Romie “Jack” Nappi], who was once detained with [“Jack Ruby”] in 1947 regarding [Chicago Mob] activities in [Texas]; and was longtime Labor Union Executive for “[Liquor-Drivers Union]” in Chicago, Illinois) Half-brother, estranged (via same father): Armando A. Fosco Junior (retired [International Brotherhood of Teamsters] Executive, Chicago Illinois). Half-brother (via same father): Ralph S. Fosco (disabled) Nephew: Armando A. Fosco III (deceased in 1983 at age 14) [Joseph Fosco] grew up in the [Chicago] area and was raised [Catholic]. During his teenage years, Mr. Fosco, who from age 13 was raised by a widowed mother, experienced emotional difficulty, therefore, knowing how hard growing-up can be, Mr. Fosco vowed to devote his life to helping people in need. A short while later, Mr. Fosco began helping the elderly and the sick on a full-time basis. In 1999, Mr. Fosco helped create the Franklin Charitable Foundation in Chicago Illinois. Its purpose was to provide help for the elderly and the sick. In 2001, the Franklin Charitable Foundation, via Mr. Fosco’s spiritual-direction, established a “fund” for children with emotional problems. The “fund” was established in the name of [“Sahara Moorer,”] a 15-year old runaway that was murdered in Chicago at the time. In 2003, The Franklin Charitable Foundation was dissolved and reincorporated as “NPI-Franklin Organization.” Since then, Mr. Fosco has served the organization as its “honorary” Vice-Chairman. The organization’s new role provides “philanthropic consulting” and “strategy building” for perspective “Catholic” donors (it is not a fundraising organization). In mid June of 2006, Mr. Fosco was “Confirmed-Catholic,” by [Cardinal Francis George] (personally) at [Holy Name Cathedral], in [Chicago]. In early May 2007, Mr. Fosco was invited to an “honorary” position, Holy Name Cathedral “Stewardship Committeeman.” In late May 2007, Mr. Fosco introduced his brother-in-Christ, [Lord (Conrad) Black], to the Archbishop of Chicago, [Francis Cardinal George]. Since that introduction, Lord Black remains dedicated in helping Mr. Fosco with his spiritual efforts pertaining to the [Chicago Archdiocese], and in general.

AV Dicey 19th century political philosopher[edit]Sovereignty is derived from the writing and thoughts of the 19th century political philosopher AV Dicey. Dicey established the theory of the rule of law which amongst other things, such as the seperation of powers also included content on the significant seperation between legal and political sovereingnty. Political sovereignty[edit]Political sovereignty is supreme political power. In a democratic society such as the UK this is said to lie in the hands of the poeple. How is it expressed[edit]Political sovereignty is expressed through the peoples right of the Franchise (the right to vote. A voter will vote for a party manifesto during the time of a general election and then the winning party will form the executive and legislative arms of the government. They will then be awarded a mandate to govern. It is therefore seen that as people vote for the party manifesto, which is a summary of the parties chosen legislation then the people therefore vote for and decide upon, the policies that will be enacted by that government. This means that the people vote and decide who is in government and control what bills are passed, giving them political power and supreme political influence.

If you want to make changes and try again, copy and paste your article into a new submission and make your changes there. In 1952, with a few associates, he started a research unit at Rockland Psychiatric Center (then called Rockland State Hospital), which in 1975 became the Rockland Research Institute. At that time, the national inpatient population in public hospitals was approaching the half-million mark, and traditional therapies appeared inadequate to treat the growing number of mentally ill patients in hospitals. Taking an unorthodox approach, Kline and his colleagues at the institute investigated the properties of reserpine, a derivative of Rauwolfia serpentine. Rauwolfia was commonly used in India to treat many somatic complaints, and reserpine was being used in the US to treat high blood pressure. For two years, the researchers conducted trials with hospitalized patients and found that 70% of those suffering from schizophrenia obtained marked relief from symptoms. Encouraged by his success with tranquilizers, Kline and his colleagues began to investigate the properties of antidepressants. lproniazid, used to treat tuberculosis, also appeared to elevate the patients' moods and Kline used it successfully with psychiatric patients who suffered from depression. Within a year, patients in psychiatric centers throughout the states were receiving antidepressant medication. The use of drugs to treat two of the major categories of psychiatric illness led to the release of thousands who were able to rejoin society. Kline's work has been acknowledged as a major factor in opening a new era in psychiatry. For his work with tranquilizers and antidepressants, he was twice awarded the prestigious Albert Lasker Medical Research Award. During the 1960's the Rockland Research Institute grew to more than 300 staff. Dr. Kline's reputation drew biomedical researchers from around the world. Psychopharmacology was emphasized and numbers of new drugs were given clinical trials, as well as investigations made of the safety and utility of long-term drug use. Many laboratory techniques were developed to determine safe, effective doses of frequently used medications. Kline foresaw the potential of applying computer technology to psychiatry, believing that it could be used in large scale epidemiological studies and could streamline the administration of complex health facilities. He oversaw the installation at Rockland in 1968 of a major computer center, funded by the Federal government, and guided the development of computerized medical systems, many of which led to improvements in the quality of patient care. As an advisor to international health agencies such as the World Health Organization (WHO) and CARE-Medco, Kline was aware of the dearth of medical treatment for mental disorders in developing countries. He traveled widely and devoted much time to establishing and visiting mental health clinics and programs in other parts of the world. Kline was founder and director of the International Committee Against Mental Illness. He was also a prolific writer, authoring nearly 500 scientific publications, magazine and newspaper articles for the general public, and a book, From Sad to Glad. He made frequent appearances as a guest on radio and television shows in his attempt to educate the public about mental illness and research. Upon his untimely death in 1982, the Rockland Research Institute was renamed in memory of Dr. Kline. http://www.rfmh.org/nki/welcome/kline.cfm 69.116.118.154 (talk) 23:08, 2 January 2008 (UTC) Articles for creation/2008-01-02[reply]
