This report was made because of the suspected link to 205.196.178.196, whilst this IP address has not been banned it has been issued with numerous warnings, that coupled with the fact that it may be related with an existing report is why this report was made. Im 90% sure whoever was doing the vandalizm from 205.196.178.196 is now using this IP so please also read the related report.[1]

Opening Statement
This particular IP has vandalized Wikipedia once in 2006 but has upped the game from 2007 into 2008, with several warnings and messages on the users talk page, including a notice that the user vandalized several times before it shows that this user has all intent and still does to vandalize Wikipedia and to disrupt its success as much as possible.

Abstract
My conclusion is that that the following actions need to be taken.

  • The user has not been banned before, so next offence ban the IP for a period of 6 months
    • Failing that double the time a consequent offence.
      • Failing that contact the educational center.
        • Failing the educational center's co-operation, contact the ISP.
