Malformed submission
[edit]I'm not sure how the initial draft was created, but the submission template was malformed; when you resubmitted the draft, the previous template was removed and another malformed one was added. The review script did not recognise it as a submission, so I have reverted the resubmission, and restored (and fixed) the first decline template. Please be careful not to edit the AfC templates in the code, instead click the "Resubmit" button when you want to resubmit the draft.
