Request reason:

I understand that I was blocked from editing due to non-compliance with the username policy and undisclosed COI editing. I committed these errors due to my failure to know these policies beforehand. For context, I'm an employee of the government agency, the National Book Development Board, and was directly instructed by our agency head to edit the Wikipedia article "National Book Development Board (Philippines)," since most of its content reflects agency information from 2022. Despite my reasons, I fully understand the rationale for blocking my editing privileges, and that's why this appeal. I commit to abide by Wikipedia policies on editing, in particular by: using an appropriate username; disclosing my COI when involved with affected articles; avoiding editing affected articles directly; and proposing changes on talk pages (by using the {{edit COI}} template), subject to peer-review. With that, I respectfully request the unblocking of my account and IP address, with sincere assurance that I regret my oversight of your policies and the resulting unacceptable editing conduct, and that I promise it won't happen again. Decline reason:

As you have an account, forget about your IP address and focus on your account. Attempting to edit via IP would be block evasion(if editing the article you are blocked from). You are only blocked from editing the article about your agency itself; you are free to edit its talk page now, as well as the rest of the millions of articles that we have. Please use the talk page to make edit requests as you stated; you will need to make the Terms of Use-required paid editing disclosure on your user page as well. I would also suggest that you read WP:BOSS, and have your boss read it, too. You have given no reason here that you need access to the article itself, and due to your conflict of interest you don't really need access to the article as you are going to propose edits.
