Birth/death year and "living people" location, and blank lines before stub templates

1. In biographies, the birth year and death year or "living people" categories should always be placed at the very top (unless there's an eponymous category, which should come first, followed by the birth/death year categories).
2. The tool adds two blank lines between the categories and the stub template, but according to WP:TAGSTUB, there should be only one blank line: Until December 2024, it was the standard to leave two blank lines between the first stub template on a page and whatever preceded it. This is now unnecessary, and the extra line should be removed when encountered.
