Maximum-entropy Markov model

In the Maximum-entropy Markov model article, on December 15, 2011 you added

$P(s|s',o)=P_{s'}(s|,o)={\frac {1}{Z(o,s')}}\exp \left(\sum _{a}\lambda _{a}f_{a}(o,s)\right)$

but I worry that the expression within the exponential should depend on s '. For instance, is it the case that each s ' has its own set of λ_a coefficients? If so, I am thinking the notation should indicate that somehow. I don't (yet) no the subject well enough to make that sort of edit, but if you do, I would be appreciative.
