Translated from user:bluedecklibrary: The purpose of bluedeck library is such that articles deleted on notability grounds which still has content of value can have an organized place of achive. This helps rewriting, getting information, reviewing deletion, and it increases the transparency of our deletion process.

So there's that. Also, it's my belief that notability criteria does not apply well to certain kinds of articles, mainly infrastructure-related ones. therefore there's a case in preserving them, so there's that too.
