Your idea that there should be an article on total functions is very valid. But as a matter of general practice we don't link an article to itself. The term total function is a "redirect" that takes you back to the partial function article. The actual article on total functions is function (mathematics), since total functions are usually just called functions. I hope that you will not feel offended that I removed the links you added.
