The standard for notability of video characters doesn't have a fixed guideline, but there appears to be some sort of consensus that characters that lack in-depth reception coverage of the character and/or their impact beyond the scope of the game have a pretty poor chance of meeting WP:GNG. Here there's not much, just TheGamer and Game Rant, you can see in WP:VG/S that these kind of sources and their listicle-type coverage aren't really seen as being a particularly strong foundation of a notable subject. There needs, unfortunately, to be evidence of much more coverage.

Proposed deletion of Vector (Sonic the Hedgehog)

The mentions of it in sources are trivial mentions, I don't see evidence of WP:SIGCOV as a standalone video game level. It's better off being discussed within the game article.
