See the comments I left at the article. This is a great topic to have in Wikipedia, but it needs some work first. I noticed that course material provides many of your references. This is fine. However the article itself has to be an encyclopedia article, not a class lecture. See Wikipedia:Writing better articles for an explanation of encyclopedia style. If you agree I think a better name for the article will be "Spectral regularization" (note that only the first letter is capitalized). The current title sounds like the title of a journal article and makes it hard for readers to search for it. We can change the title as it is being moved into mainspace. Then add a bit about the topic to the Regularization (mathematics) article to get the article linked into other related articles.
Replace the Introduction with a lead paragraph or paragraphs that describe the topic and summarize the entire article. I suggest starting out with "Spectral regularization is class of regularization techniques used in machine learning to control the impact of noise and prevent overfitting." The topic is usually the first words in the article, and bolded. Then add something to explain what this is for regular readers. Maybe relate it to how Netflix uses machine learning. Then do the rest of the introduction but summarize the article instead of just using one example.
Take out phrases that sound like a lecture: "Let us first establish the connection" and so forth. An encyclopedia article isn't a textbook and we don't present things step-by-step. Just present each section as an explanation.
