If I can have a minute of your time, I'd like to chime in. "Consistently" is a better wording than "constantly." "Constantly" would simply refer to a clock that doesn't stop, but "consistent" adds the condition that each small interval of time the clock measures is measured the same way as every other interval of time. Thus, a clock that measures time constantly, but sometimes slows down or speeds up would not meet the more stringent condition of consistency, and would be an inaccurate and useless time-keeping device. Unfortunately, I also have to issue you the following warning for another article...
