Request reason:
This is a shared IP Address. It is used by our school for educational purposes. Some people abuse these edits, but the whole ip address shouldn't be blocked. And being blocked until November 2020 is ridiculous!
Decline reason:

I understand, but our school system doesn't allow creating accounts on websites such as these. Plus, account creation has been disabled by the user who blocked our ip address.
