Shannon's source coding theorem says that there is a uniquely decodable code for which it is possible to encode the message with NH(X) bit. The existence of this code is bound to the knowledge of the source that generated the message; this is a fundamental hypothesis that must be reported. Without this hypothesis, it seems that anyone can decode the message.
